I'm not having this issue myself Only thing I can think of is did you try recently to pre-dl and get the "placeholder files" downloaded? I did this last week and the DL started as soon as it went live, forza horizon 4 pc download issue. I wonder if you might have downloaded the placeholder files to C and not D.
I guess this could happen if you only made the change to install on D between acquiring the placeholder files and the full install could this force the files to follow the placeholder location and ignore the "install on D" request????
